211 is the 3-digit dialing code of the human services hotline for non-emergency needs, protecting 911 from receiving non-life-threatening calls, and operates 24/7, 365 days a year, with live call specialists available to support Kentucky residents with health and human service needs across all 120 counties.  At this time, 211 is supporting impacted residents by helping them find access to shelter and other emergency resources in the face of flood impact.

Team Kentucky | Disaster Relief Sales and Use Tax Refund

The Kentucky Department of Revenue Division of Sales and Use Tax's Disaster Relief Sales and Use Tax Refund program allows those who were affected by natural disasters to apply for a refund of sales tax on building materials to repair or replace their home or business that was damaged in the disaster.  It also covers the sales tax on a mobile home purchase. KRS 139.519 allows the affected homeowner/business owner to apply for a refund of up to $6,000 per building affected.

Kentucky REALTORS® Relief

The National Association of REALTORS® (NAR) Relief Foundation and Kentucky REALTORS® are providing $150,000 in relief funding to help those whose homes were damaged or destroyed during the recent storms and flooding throughout Kentucky. Relief funds can be applied toward assistance with mortgage or rental payments, as well as lodging assistance for those who were displaced due to the natural disaster. Relief assistance is limited to one month of housing expenses up to a maximum of $1,000 per household. Funds are applicable to those who experienced home damage in relation to the state of emergency declared on February 14, 2025. The deadline to apply for relief funds is April 30, 2025. Christian Appalachian Project’s Operation Sharing Program

Christian Appalachian Project Operation Sharing Program partners with a network of more than 1,300 nonprofit organizations, community-based agencies, schools, and churches throughout the Appalachian region to deliver hope to people in need by distributing essential items. When natural disasters occur, Operation Sharing responds to the immediate need by distributing food, water, cleaning supplies, hygiene supplies, and other essential and emergency items to impacted communities. The following counties are approved for the April storm Expedited Major Disaster Declaration: Anderson, Butler, Carroll, Christian, Clark, Franklin, Hardin, Hopkins, Jessamine, McCracken, Mercer, Owen, and Woodford.

When you apply, you will need to provide:

  • A current phone number where you can be contacted.
  • Your address at the time of the disaster and the address where you are now staying.
  • Your Social Security Number.
  • A general list of damage and losses.
  • Banking information if you choose direct deposit.
  • If insured, the policy number or the agent and/or the company name.

For Privately-Owned Roads, Bridges, and Driveways

If you have a privately-owned road, bridge or driveway that was damaged or destroyed by the February severe storms and floods, FEMA and the U.S. Small Business Administration may provide financial assistance for replacement or repairs.

To qualify for FEMA assistance, the following eligibility criteria must be met:

  • You own the road, bridge or driveway in need of repair or replacement.
  • A FEMA inspection determines that repairs are necessary for a vehicle to be able to access your property.
  • You are responsible, or share responsibility with other homeowners, for maintaining the privately-owned access route to your primary residence.
  • The affected property served as your primary residence at the time of the disaster.

In addition, you must meet at least one of the following conditions:

  • The road, driveway or bridge is the only access to the property.
  • No one can access the home due to damaged infrastructure.

The safety of the occupants could be adversely affected because emergency services vehicles cannot reach the residence without the repair/replacement. (This will only be considered if access was available before the disaster.)

If multiple households share a privately-owned access route, each household should apply separately for FEMA assistance to be considered for all forms of aid. Assistance for the route will be shared among applicants, requiring additional coordination and documentation.

Repair awards will not include improvements to the access route’s pre-disaster condition unless improvements are required by current government building codes or ordinances.

The SBA Office of Disaster Recovery and Resilience, SBA Kentucky District Office, and the Small Business Development Center are hosting a free webinar for those impacted by recent natural disasters to share information about programs that can help small businesses and nonprofit organizations recover. Topics include working capital loans to cover monthly expenses, funding for physical damage, and free business counseling and advising.

The U.S. Small Business Administration approved Disaster Loans for 22 Kentucky counties, including Breathitt, Clay, Harlan, Knott, Lee, Letcher, Martin, Owsley, Perry, and Pike, and for economic injury in the contiguous counties of Bell, Estill, Floyd, Jackson, Johnson, Knox, Laurel, Lawrence, Leslie, Magoffin, Powell, and Wolfe, for the February 2025 storms. 

April 2025
The April 2025 disaster declaration covers the primary counties of Anderson, Butler, Carroll, Christian, Clark, Franklin, Hardin, Hopkins, Jessamine, McCracken, Mercer, Owen, and Woodford, which are eligible for both physical damage loans and Economic Injury Disaster Loans (EIDLs) from the SBA. Small businesses and most private nonprofit (PNP) organizations in the following adjacent counties are eligible to apply only for SBA EIDLs: Ballard, Bourbon, Boyle, Breckinridge, Bullitt, Caldwell, Carlisle, Edmonson, Estill, Fayette, Gallatin, Garrard, Grant, Graves, Grayson, Hart, Henry, Jefferson, Larue, Livingston, Logan, Madison, Marshall, McLean, Meade, Montgomery, Muhlenberg, Nelson, Ohio, Powell, Scott, Shelby, Spencer, Todd, Trigg, Trimble, Warren, Washington, and Webster, for the April 2025 storms.

Disaster Unemployment Assistance

February Storm Relief

On Feb. 25, 2025, President Donald Trump approved Gov. Beshear’s request for an Expedited Major Disaster Declaration, which includes public assistance for local governments and individual assistance for Kentuckians in Breathitt, Clay, Floyd, Harlan, Knott, Lee, Letcher, Martin, Owsley, Perry, and Pike counties. Additional designations and counties may be added if warranted by the results of further damage assessments.

On March 2, 2025, an amendment to the declaration added Estill, Johnson, and Simpson counties to the list of included counties eligible for individual assistance. 

On March 14, 2025, another amendment to that declaration was issued, adding Leslie and Woodfood counties. 

On April 9, 2025, another amendment to that declaration was issued, adding Laurel and McCreary counties. 

Individuals – including unemployed and self-employed individuals who were living or working in the affected areas and became unemployed or had work interrupted as a direct result of severe storms and flooding that began on Feb. 14, 2025 – are eligible to apply for DUA benefits through the Kentucky Office of Unemployment Insurance.

DUA is available to individuals who:

  • Worked or were self-employed, or were scheduled to begin work or self-employment;
  • Can no longer work or perform services because of physical damage or destruction to their place of employment as a direct result of a disaster, which can also include the physical inaccessibility of the place of employment due to its closure by the federal, state or local government in immediate response to the disaster;
  • Establish that the work or self-employment they can no longer perform was their primary source of income;
  • Do not qualify for regular unemployment insurance benefits from any state;
  • Cannot work or resume self-employment because of an injury as a direct result of the disaster; or
  • As a result of the disaster, became the breadwinner or major supporter of a household because of the death of the head of the household.

In order to qualify for DUA benefits, claimants in eligible counties must show that their employment or self-employment was lost or interrupted as a direct result of the disaster and that they are not otherwise eligible for regular unemployment insurance benefits under state or federal law. Farmers and other self-employed individuals who traditionally are ineligible for unemployment insurance (UI) benefits may qualify for DUA.

To receive DUA benefits, the federal program requires individuals to provide documents, including a copy of their most recent federal or state income tax forms or check stubs, a bill showing their physical address at the time of the disaster and a photo ID. All required documentation must be submitted within 21 days from the date the individual’s DUA application is filed.

DUA is available for 28 weeks of unemployment beginning Feb. 16, 2025, until Aug. 30, 2025, as long as the individual’s unemployment continues to be a direct result of the disaster.

How To File a Claim for the February 2025 Storm
Affected individuals should visit the Kentucky Career Center website at kcc.ky.gov or call (502) 875-0442 to file their initial claim. The deadline to apply for assistance is May 25, 2025

April Storm Relief

On April 24, 2025, President Donald Trump approved Gov. Beshear’s request for a major disaster declaration for Kentucky in response to April’s devastating severe storms, straight-line winds, tornadoes, flooding, landslides and mudslides, which includes individual assistance for Kentuckians in Anderson, Butler, Carroll, Christian, Clark, Franklin, Hardin, Hopkins, Jessamine, McCracken, Mercer, Owen and Woodford counties.

The Governor will request that additional designations and counties be added to the declaration through an amendment as ongoing assessments are completed.

Individuals – including unemployed and self-employed individuals who were living or working in the affected areas and became unemployed or had work interrupted as a direct result of the flooding that occurred in Kentucky beginning on April 2, 2025, and continuing – are eligible to apply for DUA benefits through the Kentucky Office of Unemployment Insurance.

DUA is available to individuals who:

  • Worked or were self-employed, or were scheduled to begin work
  • Can no longer work or perform services because of physical damage or destruction to their place of employment as a direct result of a disaster, which can also include the physical inaccessibility of the place of employment due to its closure by the federal, state or local government in immediate response to the disaster;
