  • H. Douglas Jones, Esq.

    Jones is a Member of JSB Attorneys, PLLC, which provides state-wide professional services through regional Kentucky offices.  He has over 30 years’ experience defending employers in Kentucky workers’ compensation claims. Jones was previously selected as one of the “50 Most Influential People in Workers’ Compensation” nationally and Best Lawyers in America - Kentucky. He has served as President of the Kentucky Bar Association, Workers’ Compensation Section, as well as an adjunct professor at Salmon P. Chase College of Law, where he taught Kentucky workers’ compensation law. Jones has an AV (highest) Martindale Hubbell rating and was inducted into the American Bar Association College of Workers’ Compensation Lawyers in 2007. He has authored and co-authored numerous texts related to workers’ compensation law. Jones has a Bachelor of Arts Degree in Journalism from University of Kentucky, and a Juris Doctor Degree from Salmon P. Chase College of Law.  
  • Margaret J. Menefee, Esq.

    Ms. Menefee is an Associate Attorney with JSB Attorneys, PLLC. Her area of concentration is representing and defending employers in workers’ compensation claims throughout the Commonwealth of Kentucky. Prior to joining Jones Howard Law, Ms. Menefee honed her legal research and writing skills as an intern with Ulmer & Berne, LLP. She earned her Juris Doctor Degree from the University of Cincinnati College of Law, where she was an Associate Member of the Law Review and on the Dean’s Honors List every semester (2004 - 2007). Ms. Menefee received the College of Law Honors Scholarship and the James B. Helmer, Jr. Scholarship which covered the cost of her legal education. She earned her Bachelor of Arts Degree (Political Science) from Northern Kentucky University, where she attended on a Presidential Full Tuition Scholarship. While at NKU, Ms. Menefee served as a Presidential Ambassador, earned the Enid Henry Award for Excellence in Political Science, and completed the Honors Scholar program, graduating Summa Cum Laude. She is licensed to practice in both Kentucky and Ohio. 
  • Rick A. Pounds, M.S., RCEP

    Clinic Manager and FCE Evaluator • Associates in Rehab

    Rick has been a certified Functional/Work Capacity Evaluator for 30 years. During that time, he has performed more than 10,000 FCEs. He has spoken at numerous conferences ranging from workers compensation, safety, allied health, American College of Sports Medicine - SE Region, WC Law Judges Seminar, and the American Board of Disability Analysts Conference. He is certified at the Master Level as an ERGOS Work Simulator Evaluator, certified by the American College of Sports Medicine as an Exercise Test Technologist, Certified Clinical Exercise Physiologist, and a Fellow (1996) and a Diplomat (2005) with the American Board of Disability Analysts. He holds a BS degree from the University of Kentucky in Community Health and Master of Science from the University of Kentucky in Exercise Physiology. He is employed at Associates in Rehab as the Clinic Manager and FCE Evaluator. His is also an Adjunct Professor in the Kinesiology and Health Promotion Department.  
  • Commissioner Scott Wilhoit

    Commissioner Scott Wilhoit has been practicing workers’ compensation law for over three decades in claims across the Commonwealth. Prior to joining state government, the majority of his practice was defending employers in workers’ compensation related matters both in Kentucky and Indiana.  In addition to workers’ compensation, Mr. Wilhoit has extensive experience in state and federal civil litigation, administrative and employment law, as well as commercial/residential land transfers.  Upon joining state government, Mr.  Wilhoit served as Special Assistant/Counsel to former Commissioner Robert Swisher. He also served as General Counsel and Deputy Commissioner for the Department of Workers’ Claims.   He is a graduate of the University of Kentucky, School of Journalism, (B.A., 1985) and the University of Kentucky, College of Law, (J.D., 1989).  Mr. Wilhoit is licensed to practice law in Kentucky and Indiana as well as the United States District Court of Kentucky, Eastern and Western Divisions.  He is also admitted to practice before the United States Sixth Circuit Court of Appeals. Commissioner Wilhoit resides with his wife, Emily, and their three dogs in Louisville, KY.
